Dear Friends and Neighbors,

Happy Valentine's Day! We hope your day includes time with loved ones and good chocolate.

In this e-news, we share more information about legislation to reduce the marijuana tax--the highest marijuana tax in the nation, Senate Bill 73, the committees I serve on, and an extension to the CAPSIS deadline for proposed capital projects.

And finally, please take our 2025 Constituent Survey!

Marijuana Tax Legislation Update

Senate Bill 73: Marijuana Tax

The current marijuana excise tax places an undue burden on an industry that is comprised of small, Alaskan-owned businesses. There is currently no enforcement mechanism to determine which tax rate applies to different parts of the plant. Senate Bill 73 eliminates the multiple tiers of taxation and establishes a single tax rate of $12 per ounce. This bill closes a loophole and ensures that all product is taxed equally and fairly.

2025 Constituent Survey

Our survey focuses on the questions that legislators face each year, including which state services should receive priority. Funding prioritization is particularly important as we continue to face financial challenges. The results of our survey will help inform us about legislation we decide to support and how to vote on key issues this session.

34th Legislature Committee Assignments

Each chamber of the Legislature has ten standing committees set out in the Uniform Rules, which govern procedure in the Legislature. Other committees are set out in the Alaska Statutes. In the current 34th Legislature, I serve on three standing committees and two statutory committees: Senate Judiciary Committee, Senate Resources Committee, Senate Health and Social Services Committee, Legislative Council, and Select Committee on Legislative Ethics.

Senate Judiciary Committee

The Judiciary Committee considers legislation relating to the department of law, the judiciary, the third branch of government, and other legal matters. This legislation includes any bill relating to crime, courts, corrections, public safety, and more. As Chair of this committee, my office determines which bills to hear and prioritize.

Senate Resources Committee

The Resources Committee considers legislation dealing with natural resources, including oil & gas, energy, mining, fish & game, environmental conservation, and more. On the agenda this year is monitoring and addressing the Cook Inlet gas crisis. Other issues include the creation of a Department of Agriculture, taxes on oil and gas corporations, the latest proposals for a natural gas pipeline from the North Slope and more.

Senate Health & Social Services Committee

The Health and Social Services Committee considers legislation regarding public health and social services. For example, this year, the committee has heard -my bills relating to telehealth pay parity and youth in psychiatric treatment facilities. Other committee work may include complex care residential homes, physicians' assistants' scope of practice, and more.

Legislative Council

Legislative Council is a permanent committee of the Legislature and is responsible for conducting the business of the Legislature, including matters that arise when we are not in session. This Council often approves contracts for maintenance, security, personnel, and generally ensuring that the Legislature has the tools it needs to do our work.

Select Committee on Legislative Ethics

The Select Committee on Legislative Ethics is comprised of four Legislators and five public members. The committee administers the Legislative Ethics Act, which establishes a code of conduct for legislators and staff alike. I serve as an alternate on the Ethics Committee.

CAPSIS Deadline Extended

The Finance Committee has extended the Capital Project Submission and Information System (CAPSIS) deadline from February 17th to Monday, February 24th.

Community Information

Legislative Citations

Do you know someone who we should recognize for an important accomplishment or their service to our community? Our office can help issue a legislative citation to recognize their work.

Is there a family or community member who has passed away that you would like the legislature to recognize? Our office can help issue a legislative citation to memorialize them.

Legislative citations are written, published documents that express commendation, condolence, appreciation, or congratulations to an individual or group or to recognize a particular event or occasion. Citations are signed by the sponsoring legislators and the presiding officers. Hard copies can be framed and presented to community members.
