The Governor called the Legislature into special session on May 21st for the purpose of discussing and passing legislation related to the LNG project. The Legislature made progress, but did not pass a bill and the Governor has called a second special session.

Special Session Update

First Special Session ends;

Governor calls Second Special Session


The Governor called a Special Session on May 21 that ended June 19. Over the last month, the House Finance Committee met to work on House Bill 381 and the Senate Finance Committee met to work on Senate Bill 2001, liquified natural gas (LNG) pipeline legislation. The House passed its version of HB 381 on June 12 and transmitted it to the Senate. The Senate Finance Committee made substantial changes to the House version of HB 381, and full Senate made further changes on the Senate Floor on June 19th, the last day of Special Session. The Governor called a Second Special Session to begin June 20th.


The Senate version of HB 381 included:

  • 3% annual increases on project
  • Final Investment Decision (FID) deadline of 2028
  • Construction deadline of 2032 for phase 1 and 2036 for phase 2
  • Taxation of certain S-Corps, including Hilcorp
  • Union contracts honored as project labor agreements
  • Prohibiting Alaska from paying Glenfarne back for failure to complete project


The Governor and some members of the House criticized the Senate version of HB 381. On the first day of the second Special Session, the House rejected the Senate version of HB 381. Following legislative procedure for when the House and Senate to not agree on legislation, they have appointed a Conference Committee to work out the differences between the two versions. The Legislature is scheduled to return to Juneau on July 1 for an update from the Conference Committee.

  • Senate Bill 146: REAA & Small Muni Fund: Mt. Edgecumbe
  • Senate Bill 164: Eliminate Tax Discounts
  • Senate Bill 167: PFD Eligibility PFD for Overturn Convic.

On June 22nd and 23rd, the Governor allowed the following pieces of legislation to go into law without signature:

  • Senate Bill 130: Fisheries Prod Development Tax Credit
  • Senate Bill 29: Big Game Comm. Svcs Bd/Bd Dental Examiners
  • Senate Bill 200: Muni: Svc Areas; Farm & Agricultural Land


Vetoed Legislation


On June 18th, the Governor vetoed the following legislation:

  • House Bill 23: State Commission for Civil Rights
  • House Bill 52: Minors & Psychiatric Hospitals (veto sustained)
  • House Bill 280: Apportion Taxable Income
  • House Bill 314: AELS; Registered Interior Designers
  • Senate Bill 21: Work & Save Program; PFD Investment Act (veto sustained)
  • Senate Bill 24: Tobacco/Nicotine/E-Cig; E-Cig Tax
  • Senate Bill 41: Public Schools; Mental Health Education (veto sustained)
  • Senate Bill 195: Pharmacist; Physician Assistant
  • Senate Bill 258: Contract: Licensing Software Applications


Vetoes Overridden



On June 19th, the Legislature met in Joint Session and voted to override the Governor’s vetoes of two bills:

  • House Bill 314: AELS; Registered Interior Designers
  • Senate Bill 195: Pharmacist; Physician Assistant

As a result of the overrides, HB 314 and SB 195 go into law.

Anchorage Pride Parade & Celebration

The annual pride parade is happening in downtown Anchorage to celebrate love, acceptance, and unity within the LGBTQ+ community. There will be a parade, food trucks, vendors, and performances in Delaney Park all from 11 AM to 5 PM.
