Dear Jennifer,

It has been a busy last couple of months at the Capitol. We have been working hard to address a multitude of urgent issues including education funding, power line upgrades in the Railbelt, the impending Cook Inlet natural gas shortage, and the consideration of the governor's Executive Orders that would shutter several popular boards and commissions. Here's a brief update on what my office has been doing. As always, my door is always open. Please feel free to give our office a call if you have any questions or concerns.

COMMITTEES

 

 

 

SENATE COMMUNITY AND REGIONAL AFFAIRS

 

Chairing the Community and Regional Affairs committee involves considering policies that directly impact local communities and their regional development. As the committee chair, I collaborate with bill sponsors, community stakeholders, and local organizations to address the unique needs and challenges faced by the diverse regions of Alaska. Currently, two interesting bills under review are SB 184, which aims to eliminate daylight saving time and the correlated negative health effects that pop up when we change our clocks every year, and SB 242, which attempts to make property assessments standardized across the state, if communities want to opt in. These bills are part of our ongoing efforts to craft legislation that aligns with the specific concerns and priorities of our communities.

 

SENATE HEALTH AND SOCIAL SERVICES

 

There are several bills that have come through the Senate Health and Social Services Committee that will support Alaskans seeking full, healthy lives. One, SB 240, would to change the rules about how medical help for kids, especially those with disabilities, is paid for by schools. The changes include specific conditions for allowing Medicaid reimbursement for behavioral health support provided to students who do not have individualized education programs. The committee passed out SB 149. This bill would make getting food benefits from the state of Alaskan more streamlined and financially efficient. It would eliminate the asset test that disallows recipients from saving money towards a better future. 

 

SENATE LABOR AND COMMERCE

 

This year, the committee has been focused on issues regarding workforce development and retention. Last week, we passed out SB 206 by Senator Elvi Gray-Jackson. This bill would shore up our state's worker compensation laws by creating a program that is dedicated to returning workers to the same position with the same employer or a modified position with the same employer after an employee sustains an injury. This piece of legislation is modeled after other Stay-At-Work and Return-To-Work programs in other states. I am also a proud co-sponsor!

 

SENATE RESOURCES

In Resources, we have been primarily addressing issues regarding natural resource development and energy policy, specifically issues regarding the impending Cook Inlet gas shortage that we will need to contend with in the coming years. Alaska is also in the process of upgrading our aging power infrastructure, with impending funding from the federal government and multilateral efforts from the State, we hope to incorporate more green energy sources into our electrical grid to meet demand into the future.

 

 

FINANCE BUDGET SUBCOMMITTEES

 

The Finance Committees appoint subcommittees for reviewing departmental budgets. I am on the budget subcommittees for the Departments of Transportation, Resources, and Revenue. We have received introductory presentations from each department over the last two weeks. Senator Wielechowski and I have been frustrated with the DOT’s snow removal response, and are seeking to prevent the catastrophic failures of the last two winters. Our recommendations will influence the final budget decisions, ensuring better service delivery and economic stability.

 

 

BILL UPDATES

Passed Out of the Senate

 

SB 104 CIVIL LEGAL SERVICES FUND

SB 104 increases the funding available for the Alaska Legal Services Corporation, safeguarding low-income Alaskan's access to the civil justice system. This bill was unanimously passed out of the senate on February 21, and is currently in the House Finance Committee.

 

SB 159 ALASKA VETERANS' POPPY DAY

SB 159 will make the Friday before Memorial Day "Alaska Veterans' Poppy Day." Alaskans will be encouraged to wear poppies on this day to show our gratitude for those who have served and died in war. SB 159 was unanimously passed out of the senate on February 21, and is currently referred to the House Rules Committee.

 

SJR 13 AMEND NATIVE CLAIMS SETTLEMENT ACT

Senate Joint Resolution 13 supports the Alaska Native Village Municipal Lands Restoration Act of 2023 which would dissolve the Municipal Lands Trust and return lands to Alaska Native Village Corporations. This resolution was passed out of the Senate on February 14, and was heard this morning in the House Community and Regional Affairs Committee.

SB 56 AK PERFORMANCE SCHOLARSHIP; ELIGIBILITY

SB 56 will update the Alaska Performance Scholarship in order to increase access to post-secondary education in Alaska. Updates include increasing the award amount, increasing the eligibility window, allowing career technical education courses to count towards eligibility, along with several other changes. This bill was passed out of the Senate Finance Committee on February 19, and is now in Senate Rules. The House companion bill, HB 148, is waiting for a hearing in Senate Finance.

 

SB 166 MENTAL HEALTH/PSYCHEDELIC MED. TASK FORCE

SB 166 will establish the Alaska Mental Health and Psychedelic Medicine Task Force. This will allow the state to be prepared if the federal government approves psychedelics for medicinal use. This bill mad it out of Senate Judiciary on yesterday and is currently waiting for its House companion bill to move.

SB 239 AIDEA WORKFORCE HOUSING DEVELOPMENT

SB 239 gives AIDEA the ability to use their loan program to finance the construction of new multi-family housing. SB 239 was read for the first time on February 19 and has been referred to Senate Labor and Commerce Committee.

 

SB 233 CHILD CARE PROVIDER EDUCATION REQUIREMENT

SB 233 will allow childcare workers to become licensed providers in the daycare assistance program without having to gain a high school diploma or have a GED. This will allow more people to enter the childcare workforce. SB 233 was read for the first time on February 15 and has been referred to Senate Health and Social Services Committee.

 

SCR 9 MENTAL HEALTH/SUBSTANCE ASSISTANCE PARITY

Senate Concurrent Resolution 9 will encourage the state to pass parity standard regulations, which will ensure Alaskan's have fast and easy access to behavioral health care. SCR 9 was read for the first time on February 19 and has been referred to Senate Health and Social Services Committee.
